Tibetan Diaspora for Accountability Urges Voters to Reject Penpa Tsering’s Re-Election Bid in 2026 Amid a Trail of Scandals and Failed Leadership

As the Central Tibetan Administration (CTA) gears up for the 2026 elections, the Tibetan Diaspora for Accountability (TDA), a coalition of concerned exile community members, activists, and former officials, today issued a resounding call to reject incumbent Sikyong Penpa Tsering’s candidacy. Tsering’s tenure has been marred by a series of political scandals, financial improprieties, and leadership failures that undermine the very principles of transparency and accountability essential to our democratic exile government. With the future of the Tibetan freedom struggle at stake, we cannot afford another term under a leader whose record prioritizes personal rivalries over the welfare of our people.


Penpa Tsering’s political career is riddled with controversies that have eroded public trust and distracted from our core mission of advocating for Tibetan rights. In 2015, during a heated session of the Tibetan Parliament-in-Exile, Tsering was directly implicated in grave allegations of murder and corruption when MP Ven. Tenpa Yangphel accused him of involvement in a past killing in Delhi’s Majnu Ka Tilla area. Though Tsering dramatically threatened to resign and later backed down, the incident exposed deep fissures in parliamentary integrity and his inability to rise above personal attacks. This was no isolated outburst; it foreshadowed a pattern of evasion and denial that has defined his leadership.


The 2017 “Loan-Gate” scandal further reveals Tsering’s entanglement in financial opacity. Sacked from his role as the Dalai Lama’s Representative to North America by then-Sikyong Lobsang Sangay, Tsering’s ouster stemmed from his own probes into a dubious $1.5 million “loan” from the Tibet Fund used to purchase the Office of Tibet building in New York. What was audited as a low-interest loan was retroactively reclassified as a non-repayable gift, raising serious questions about violations of U.S. laws and the Tibetan Charter. Tsering’s 97-page rebuttal did little to quell protests in Dharamsala and New York, where demonstrators demanded Sangay’s resignation and an independent investigation into CTA fund misuse—funds that are overwhelmingly U.S. taxpayer dollars meant to support our cause, not fuel internal power plays.


Even as Sikyong since 2021, Tsering has failed to deliver on promises of reform. In 2022, he publicly declared “no confidence” in the Gang-Jong Development Finance initiative, a flagship project from his predecessor’s era aimed at Tibetan financial independence. Revealing that over 480 lakh INR had been squandered on consultants and salaries with no progress toward regulatory compliance, Tsering’s move was decried as politically motivated sabotage, further stalling economic empowerment for our community.


Most alarmingly, recent accusations in 2025 paint a picture of outright incompetence and complicity in corruption. Under Tsering’s watch, U.S. aid has plummeted by $70 million from USAID, Tibetan media outlets have shuttered, and international references to “Tibet” are shifting to the Chinese-preferred “Xizang.” Critics, including prominent voices like poet Woeser, charge that Tsering has condoned official graft, wasted resources on unproductive global trips, and exacerbated regional factions—all while proposing a tenfold hike in the Green Book Tax on our already strained diaspora. These setbacks are not mere misfortunes; they are the direct result of a leadership that prioritizes consolidation of power over effective advocacy.


“Tsering’s scandals are not relics of the past—they are active threats to our democratic institutions and the global support we so desperately need,” said Tenzin Dorjee, spokesperson for the Tibetan Diaspora for Accountability. “From murder allegations to financial cover-ups and policy blunders, his record shows a leader unfit to guide us forward. The 2026 elections are our chance to demand better: transparency, unity, and bold action for Tibet’s freedom. We call on all eligible voters to support candidates committed to accountability, not excuses.”


The TDA urges the Tibetan Parliament-in-Exile to enforce stricter vetting for candidates and calls on the international community—particularly U.S. donors—to condition future aid on verifiable reforms within the CTA. Our people deserve a Sikyong who unites, not divides; who builds, not squanders.
